Who are we?
Valencian Community Investments, VCI, is an institution created by the Valencia Regional government to promote a multiplying effect in attracting investments to our territory by coordinating, strengthening and unifying the efforts of the different public administrations of our Region.

Sectors: The Key to Investment
Amongst the many productive sectors within the Valencia Region, the following stand out:


Logistics

Logistics is an extremely active sector, given the large number of ports that the Valencia Region boasts, acting as a gateway to Spain and the Mediterranean. The Port of Valencia is the main goods entrance to Spain, and thanks to geostrategic positioning, it is the main supplier to central Spain. Figures concerning its growth and future expansion only serve to confirm this. The Valencia Region is the ideal logistics platform for southern Europe. The Port of Valencia is the leading Mediterranean port in goods container traffic (TEUs) (excluding pure "transhipment" operations). The three ports in the region move 30% of the goods that are transported in the eastern area of Spain. The Valencia Region boasts one of the largest surface areas dedicated to logistics in the southern Mediterranean, from which companies are dedicated to answering the demands of merchandise distribution.

Tourism and second residences

The tourist industry and second home market find that the Valencia Region not only offers guaranteed good weather, but also one of the most complete offers on the Mediterranean. First-rate events complement the wide tourism offer and serve as a stage for companies with headquarters in the Valencia Region. Just some of these are the European Formula 1 Grand Prix, the next America's Cup, the World Indoor Championships in Athletics, the Volvo Ocean Race and the new European Ladies Golf Cup. Tourism provides 13.8% of the regional GDP, which is the largest GDP contribution of all Spanish regions. The obvious tourism attractions in the region have much to do with its beaches, marinas, and excellent climate and gastronomy. The ample leisure attractions serve to enhance this further, with Terra Mitica and a range of magnificent architectural sights, such as the Ciudad de la Artes y Ciencias museum complex.

High added value and innovation

The high added value product sector is brimming with innovation and the use of the latest technology. The Technological Institutes Network (REDIT) groups together a total of 16 centres which specialise in each of the branches with the greatest business projection. These centres provide services to industry, such as the development of laboratory tests, technological advice, training courses, and R+D+I projects. With this network of technological institutes, which is the widest in Spain, companies which establish offices in the Valencia Region can make use of a network of researchers and practical solutions for a range of challenges posed by technological and business innovation. Recently, nanotechnology derived from the powerful ceramics industry and biotechnology, has become especially relevant.

The City of Light (Ciudad de la Luz)

In addition, the audiovisual production field is booming, with the internationally-renowned Ciudad de la Luz recording studios, and its range of prestigious recent productions. Recently, the Alicante studios became the set for the French production Asterix at the Olympic Games, starring Gerard Depardieu and Alain Delon. The Ciudad de la Luz is Europe's most advanced audiovisual complex. Its facilities include all the necessary means for the filming of large-scale film, television and advertising productions. Its six thousand square metres of space also house an educational centre with an array of high-quality and professional services, and one of the leading photographic laboratories in the world.

Financial Market

The Valencia Region has consolidated itself as a strong financial market for multinationals. Such entities have uncovered Valencia as the ideal place to carry out financial operations, with more than 1.115 billion Euros. During 2007 (January - September), the Valencia Region was Spain's leading region in terms of investments from Foreign Securities Holding Companies, with 1.155 billion Euros and 49% of the total, far ahead of Madrid, Catalonia, the Basque Country and the Canary Islands.

What investment and residential advantages does the Valencia Region offer?
The Valencia Region is positioned as an excellent logistics platform.
Thanks to its climate, coastal areas and mountains, the Valencia Region is a privileged environment for investing in tourism and second residences.
The Valencia Region boasts the infrastructure and the professionals required to undertake all types of value added projects.

The quality of life in the Valencia Region is among the best in Europe. The Valencia Region enjoys a warm Mediterranean climate characterised by medium-high temperatures, mild winters and very few rainy days per year. It has a pleasant climate all year round.
The combination of the sea (451 kilometres of Mediterranean coastline) and the mountains makes the region especially attractive for leisure activities.


What are the key economic sectors of the Valencia Region?
The composition of the economic structure of the Valencia Region is the result of an important evolution. In a relatively short period of time, it has progressed from its traditional agricultural activity to a service and industrial economy that is characteristic of an economically advanced society.

In 2003, the Gross Domestic Product (GDP) of the Valencia Region was 72,332 million euros, which accounted for approximately 10% of the Spanish GDP.

The key sectors in this evolution, in addition to the traditional ones, are logistics, tourism and high added value products, such as the audiovisual and telecommunications sector.

What incentives are there for investors?
The main incentives can be found through the following Valencia Regional Government organisations:

GENERAL ECONOMY AUTHORITY
Up to 35% of the eligible expenses of the investment project, depending on the geographical location.

SEPIVA
The acquisition of industrial land in the territory of the Valencia Region at very competitive prices

Valencia Institute of Finances (Instituto Valenciano de Finanzas “IVF”)

Long-term credits (up to 10 years)
Maximum: 75% of the investment
Interest rate: Euribor at three months + (1-1.5%)
300,000 € minimum

IMPIVA
Technological Development Programme
Up to 35-45% of eligible general costs.

Continuous training for professional development and qualifications
Up to 45% of the eligible costs, with a maximum of 90 € of aid per hour of training.

Application of technology to enable better use of resources
Up to 30% of the eligible costs

GENERAL EMPLOYMENT AUTHORITY OF THE VALENCIA REGION
2,000 € and 4,000 € in the case of women (25% higher for holders of IT, telecommunications and environmental studies qualifications)
1,500 € for indefinite period contracts for long-term unemployed individuals over the age of 45
4,000 € / 3,000 € for part-time indefinite contracts

MINISTRY OF THE ENVIRONMENT
Identification and characterisation of waste generated by the company
Up to 40% of the subsidizable costs (up to 4,500 €)

Study on the alternative methods and measures to minimize waste at source and in situ evaluation
Up to 30% of the subsidizable costs of technology investments (up to 200,000 €)

What does “Valencia Region” mean?
The Valencia Region is an Autonomous Region of the Spanish State. The Valencia Region exercises its own authority in economic, health, civil, criminal, labour and administrative affairs, among others.

The Spanish State is a democratic parliamentary monarchy based on the principle of separation of the three branches of power: legislative, executive and judicial.

The executive branch is the Government, composed of the President, Vice-President and Ministers of the Spanish State. The autonomous regional government, known as the Generalitat Valenciana, has a similar structure with a President and different “Consellers” (ministers).

The legislative branch of the Spanish State is elected by universal, free, equal, direct and secret suffrage. It is formed by a bicameral parliament (Cortes Generales) consisting of  the Congress and the Senate. The Valencia Region also has a legislative chamber. It is known as “les Corts Valencianes”.


Is industrial land available in the Valencia Region?
Increase in the amount of available land.

High level of industrial expansive progression. Construction of 3 million m² of industrial land, in which 319 companies have located. Investment in excess of 79 million euros (1995-2003).

Industrial Land. Creation of a one stop shop for industrial land procedures (ISIS). Land Initiatives for Industry and Services (Initiativas de Suelo para Industrias y Servicios “ISIS”), dependent on SEPIVA, is responsible for industrial land development procedures, which are to be undertaken upon the request of Councils in the Valencia Region.

Cost of Industrial Land The cost of industrial land in the Valencia Region is very competitive, when compared to other major cities in Spain and Europe.

What kinds of businesses have already shown their confidence in the Valencia Region?
Between 1996 and 2001, more than 260 foreign production and distribution companies established operations in the Valencia Region. The multinational companies established in the Valencia Region are basically concentrated within the following sectors: transport and automobiles, chemical and petrochemical, electrical and electronic material and metallurgy and metal products..

What is R&D&I?
Beyond the meaning of the initials, R&D&I represents a firm commitment by the Valencia Region.
Subsidies (46% of the spending in the National R&D&I Plan for 2004-2007 is dedicated to subsidies) and deductions (30% of Company Tax) aside, the companies established in the Valencia Region have made a firm commitment to investment in R&D&I.
Investment in the Valencia Region showed a growth of 15.34% with respect to the previous fiscal year.
