Movements of capital and economic transactions abroad include any acts, deals, transactions and operations between residents and non-residents that represent the generation, or from which may be generated, foreign earnings and payments, as well as transfers from or to other countries, variations in accounts or financial debtor or creditor positions with regard to foreign companies.
The current regime on movements of capital includes the following characteristic notes:
 | Freedom of administrative controls regarding movements of capital and economic transactions abroad is taken as a principle, with some exceptions.

 | The obligation for the subjects of the movement of capital, or the entities that channel the payments that are made and received between residents and non-residents, to declare movements of capital and operations or transactions abroad for administrative and statistical information purposes is of particular importance.

The Minister of Economic Affairs and Finance holds administrative responsibility regarding movements of capital. This responsibility is exercised through the Bank of Spain, and the Directorate General of the Treasury and Financial Policy (DGTPF), and the Ministry of Industry, Tourism and Commerce, exercised through the Directorate General for Trade and Investment (DGCI). |
